For 360-degree reflective safety, 100% polyester is the fabric you’ll have to settle for. Polyester isn’t as natural as cotton, but it dries quickly, and it’s lightweight — for a good summer outdoor work shirt.

Reflective work safety shirts typically have two vertical stripes over your shoulders, one or two stripes around your entire torso, and stripes on your lower and/or upper arms if it’s completely up to ANSI/ISEA Class 3 high-traffic safety standards.
The rule of thumb is, ANSI/ISEA Class 2 has more reflective material than Class 1, and Class 3 has the most reflective material for maximum visibility (i.e. for roadside workers).

The ANSI/ISEA 207-2011 is the American National Standard for High-Visibility Public Safety Vests. The 2011 is because the standard was first interpreted in 2010 then later updated in 2011. There is another ANSI/ISEA 107-2015 updated in the year 2015 and I’m not sure whether the 2011 or the 2015 is now the standard.
I'm certain the ANSI/ISEA 307 hasn't been published yet, but maybe future ANSI/IDEA standards will consider new categories of worker personal protective equipment (PPE) such as techno-visible, person-wearable glow vests for safety.
