Will Michigan caregivers get a raise in 2025?

It is my prediction that Michigan caregivers will get a pay raise again in October 2025. Here’s why!

Every so often an important Michigan document comes out to update the hourly pay rate of Michigan direct care workers.

Michigan Caregiver Hourly Pay Rate (October 2024)

  • Individual Caregiver Rate = $15.92 per hour
  • Agency Provider Rate = $27.06 per hour

As of October 2024, the Individual Caregiver and Agency County Rates increased the individual caregiver rate to $15.92 per hour and increased the agency provider rate to $27.06 per hour. 🎉 And I quote:

“Effective October 1, 2024, individual caregivers currently earning a base rate of $13.53 will receive an increase of $2.39 per hour for a total of $15.92 per hour. Individual caregivers earning $14.20 per hour will receive an increase of $1.72 per hour for a total of $15.92 per hour.”

Yep, that $27.06 for agency providers is uniform at $27.06 across each and every unique county in the wonderful State of Michigan. That’s easy to remember, very cool!

How much has the Michigan caregiver pay rate increased over time?

Since 2021, individual caregivers have gotten a $6.02 raise. Back in 2021, the rate was $9.90, and now in 2024 the rate is $15.92.

Since 2021, agency provider caregivers have gotten a $10.98 raise. Back in 2021, the rate was $16.08, and now in 2024 the rate is $27.06.

How does the Michigan caregiver pay rate get increased?

Responding to Michigan’s direct care worker crisis, The Arc Michigan, among other organizations, got together to write letters asking for Michigan caregivers to get a pay raise. Thank you!

The word spread around Michigan that direct care work is important. The Direct Care Worker Wage Coalition (DCWWC) wants Michigan direct care workers to get a commensurate wage given the essential nature of their work.

We didn’t have the DCWWC back in 2021 I don’t think.

Did Michigan caregivers get a raise in 2023?

I repeat, the previous Michigan caregiver pay raise lasted from August 2023 to September 2024, and the current Michigan caregiver pay raise will last from October 2024 to September 2025.

I can’t find another ASM 138 County Rate list for the year of 2023, but I was able to pull up some indicators of caregiver pay rate fluctuation from the MDHHS in 2023.

In September 2024, the MDHHS states: 

“For eligible direct care workers, the hourly wage increase is $3.20 for time periods through September 30, 2024, and $3.40 for time periods occurring October 1, 2024, through September 30, 2025.”

Back in August 2023, the MDHHS stated: 

“For eligible direct care workers, the hourly wage increase is $2.35 for time periods through September 30, 2023, and $3.20 for time periods occurring October 1, 2023, through September 30, 2024 (FY24).”

How does Michigan caregiver pay vary by occupation?

According to a reputable 2022 study of the State of Michigan Caregiver Industry, the executive summarizes low-paid Michigan caregivers earn $9.90 per hour and high-paid Michigan caregivers earn $15.18 per hour.

More accurately, it varies by occupation, and has increased since the report was published. Direct Quote from the Community Mental Health Association of Michigan (CMHAM):

“Wages by DCW occupation in 2020: Hourly wages for the direct care workforce vary by specific occupation [...]. Certified nursing assistants ($15.18) have higher hourly wages than home

health and personal care aides ($11.85) and direct support professionals ($12.43). Individual caregivers under Michigan’s Home Help program have the lowest wages ($9.90 without premium pay, $12.25 with premium pay).”

Flashback to 2023

  • ⌛ StateOfReform.com reports that Michigan passed a 2023 health budget "to include $5 million GF/GP for 4 projects to increase the number of psychiatric mental health nurse practitioners and provide training for direct care workers." That's a good sign!

  • MDHHS's 2023 plan to expand the MI Choice Program budget. The MDHHS themselves confirm bigger and better things for the MI Choice Program budget in 2023, which should have an impact on the quality of life for elderly and disabled Michiganders who are below or around the Medicaid line.
  • ⌛ In 2022, Michigan Advance corroborated this overall direction, stating that Governor Gretchen Whitmer "propose that all nursing home workers stretched thin during the COVID-19 pandemic would receive a $2.35 per hour raise."
